​​​Foreign Worker License - FWL​

​A Foreign Worker Licence (LPA) is an official licence issued by the Department of Labour that permits an employer to recruit and employ foreign workers in Brunei Darussalam in accordance with the applicable laws, regulations, and procedures.

​​​​​​All LPA applications are required to be submitted online through the National Labour Management System (NLMS). Applicants must log in to their NLMS account to submit an application. The application status can be monitored under the “Transaction” section, and approved licences can be downloaded via the “Download” function. Applicants will receive email notifications for application submissions and final decisions.

Prior to submitting the application, the licence holder must first possess an NLMS account by registering via the NLMS portal at NLMS.gov.bn.

Domestic Helper License - DHL

​

A Domestic Helper Licence (DHL) is a licence issued by the Department of Labour that allows an employer to engage a foreign domestic helper in accordance with the prescribed requirements.

DHL applications are required to be submitted online through the National Labour Management System (NLMS). Applicants must log in to their NLMS account to submit an application. The application status can be monitored under the “Transaction” section, and approved licences can be downloaded via the “Download” function. Applicants will receive email notifications for application submissions and final decisions.
